These changes not only encourage high quality relevant content, but also penalize websites with low quality content, even to the extent of complete banning.

As far as masses are concerned, majority of them greatly approve for such new algorithm changes. On the other hand, people who used to exploit some lenient policies of Google, such as conventional link building services, who often resorted to article farming and other illegal activities for increasing the SERP (Search Engine Result Pages) rankings are crying foul.
